The Mouth
Since the top lip is often not hit directly by light as much as the bottom lip, it is usually the darker of the two.
The bottom lip is highlighted because the light is hitting it more than the top

 

A time when this would change is when the light is coming from below. Which is not common but usually occurs in stage lighting.

A common mistake people make is outlining the lips.
When you don’t actually see a line. What you’re seeing is the difference in color and value. Often, the lips blend into the flesh at the outer edges.
All you really need to represent the lips is a suggestion
You can do the rest with shading depending on how detailed you want your drawing.
Even a drawing as simple as this can give the appearance of a set of lips.
